Wild Fop is Councilman 2 of the Council of 13. He's a Restoration-themed supervillain who first appears in an informational video given to Dr. Orpheus after he was approved for supervillain arching rights.
History
Little is known about Wild Fop's past or background. He appeared to be a high ranking member of the Council. His first appearance was in the Guildformation Film: "The Perils of Unlicensed Aggression". In the film he sexually assaulted a hero named The Naked Ape. Though not much is shown, he appeared to be good friends with Dr. Girlfriend, as he was invited to her wedding to The Monarch.
Wild Fop is on good terms with several Council members as seen in Bot Seeks Bot. He enjoyed teasing Vendata along with his friends over the cyborg's lack of socializing, though he met the others at Don Hell's nightclub at a different time. He joined in with Dr. Z, Dragoon, Red Mantle, and the others to pester Vendata.
The Wild Fop was known for keeping himself prim and proper, something The Sovereign uses to bring about his undoing. In All This and Gargantua-2 Wild Fop is murdered by The Sovereign by switching his perfume to cat urine, which caused his own guard dogs to attack him.

- Right before his death in All This and Gargantua-2, Wild Fop speaks to somebody offscreen named "Bosie". "Bosie" was the nickname for Lord Alfred Douglas used by his lover Oscar Wilde, arguably the most famous fop in history.
