The Subterranean Dwellers were once orphans (Honorary Gold Members of the Rusty Venture Fan Club), who were given a tour of Dr. Jonas Venture's fallout shelter, in 1978, (underneath The Venture Compound) by Team Venture, before M.U.T.H.E.R. released a mood enhancing drug (Jonas thought that the survivors of a nuclear holocaust might be to distraught to function as a society underground, so he wanted to pump small amounts of the drug into the ventilation system).

Although team Venture made an escape, they left the orphans behind, since then over the next 30 years, they had been living in the bomb shelter. The children grew up and "de-evolved" as a result of the hallucinogenic gas, with their only source of contact with the outside world being transmissions of VH1 Classics they picked up due to a wiring error with Dr. Venture's cable hookup.

They found and played a punchcard of a looped Doctor Venture Senior's Learning Bed lessons on personal hygiene, this caused the dwellers to worship the punchcard program and they all referred to themselves as "Rusty." They also put their human waste in a Titan II ICBM, so it would go into the sky so father would "make them clean again."

it is Unknown what would happen to the Dwellers, but it was Presumed that they were killed by the Launch of the Ven-Tech Titan II ICBM either by the engines of it or either from the Human Waste they put into the Missile.
