The Guild of Calamitous Intent and by extension Dr. Mrs. The Monarch have lots to be concerned about. The Peril Partnership only had about 10% of the villains with them in the chart but that chart is outdated. The Guild lost the council of 13, presumably representing its most skilled and powerful members beofre losing the Doom Factory andeveryone else the "Blue Morpho" has killed. They probably have a lot of defections and are only half as powerful as they were before the Sovreign was killed.
